ORGANIZATIONAL CONTEXT
The post is based in Addis Ababa; under the direct supervision of the Programme Policy Officer (Cash Based Transfers) and the overall supervision of the Head of Cash Based Transfers and Identity Management

JOB PURPOSE
The incumbent will be responsible for the accountabilities and specific job requirements outlined hereunder. To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.The position is located in WFP Ethiopia in the following duty station and within the specified focus of responsibilities: Senior Programme Associate (Cash-Based Transfer) – FT, G7 based in Addis Ababa; under the direct supervision of the Programme Policy Officer (Cash Based Transfers) and the overall supervision of the Head of Cash Based Transfers and Identity Management)

KEY ACCOUNTABILITIES (not all-inclusive)
Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food/ cash assistance needs, resource planning and utilization (including creation of FRs, PRs, Disbursement plans and follow up with relevant units/ teams for creation of POs), programme implementation and planning status, performance etc.) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, reconciliations, food security and vulnerability assessments) and consistency of information presented to stakeholders.
Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
Act as an escalation point for complex query resolution on all matters within the area of responsibility.
Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
Perform other duties as required
OTHER SPECIFIC JOB REQUIREMENTS:
Serve as a technical expert on cash based transfer programming for WFP internal teams such as VAM, M&E, Refugees, and Relief, nutrition, school feeding etc. inclusive of keeping up to date on CBT programmes within and outside WFP, supporting for CBT programme integration and documenting lessons learned and best practices.
Advise on CBT programming at different stages of the programme management cycle–from strategic planning and design to pilot to implementation and supporting the technical processes required for enabling the implementation of CBT programmes.
Support the Analytics team in developing guidance and building capacity on CBT programming; as well as supporting the development and implementation of quality cash transfer programs.
Support in creating relationships with private service providers–such as mobile money, technology providers, third parties, etc.–that work in delivering innovative electronic transfers.
Support the development of materials and guidance for CBT programs in varying development contexts.
Proactively contribute to the Ethiopia Cash Assistance Learning Programme (CALP); share and disseminate knowledge on cash based transfer (CBT) programming.
Assist in delivering trainings to staff on response analysis, market assessment and the design and implementation of cash based programs.
Support the development of concept notes related to cash-based programming
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Completion of secondary school education or A bachelor’s degree in International Affairs, Business administration, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance.

Experience: At least 7 years or more years of progressive work experience in the Programme or related area. Out of which at least 3 years of progressively responsible working experience in Cash-based transfers in a humanitarian context

Language: Fluency in both oral and written communication in English as well as Amharic.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
Has contributed to designing and implementation of CBT programmes.
Has observed or assisted with policy discussions.
Demonstrated expertise in gender analysis, familiarity with gender marker modalities.
